The three figures are seated within a semi-circular lunette that looks out upon the shores of Hudson River.  The larger, central figure holds a small steamship while the figure to her right holds an anchor and the figure to her left holds a pen and a large rolled out paper--one might assume a map.  Directly behind the central figure is a portrait of Robert Fulton seen hanging within a round, laurel leaf frame.
