She is seated upon a throne and gestures towards shipping crates and an anchor beside her (symbols of commerce and trade) while she holds a cornucopia full of plants and fruit to welcome the figure of Mercury who stands before her with her other hand. A large ship is seen sailing on the ocean in the background. The reverse features the Seal of the United States of America. A shield featuring thirteen vertical stripes is seen before an eagle with outstretched wings, holding an olive branch in one talon and thirteen arrows in another. Within its beak it grips a banner bearing the motto "E PLURIBUS UNUM" (out of many, one). Beams of lights are seen streaming from the clouds behind, while thirteen stars arranged within the shape of a star shine from above.
